VOC Emission Targets and Allowances
Back to Regulations to Reduce VOCs by Controlling Field Fumigant Emissions
Regulations to reduce emissions of volatile organic compounds (VOCs) from fumigant pesticides went into effect January 25, 2008. DPR has set VOC emission targets for the five nonattainment areas (NAAs, map) subject to the new rules: San Joaquin Valley, Sacramento Metro, South Coast, Southeast Desert, and Ventura. Four NAAs are likely to meet the targets due to controls already in place or a new requirement to use low emission fumigation methods.
However, in the Ventura NAA, even if all growers used low-emission methods, the VOC reductions may not be enough to achieve the required goal. Ventura growers will be required to calculate their VOC emissions and make changes in planned fumigations to ensure their emissions stay under fumigation emission allowances issued by DPR.
