Updates to Compendium Volume 5, Investigation Procedures

This letter announces the availability of and summarizes updates to Pesticide Use Enforcement Program Standards Compendium, Volume 5, Investigation Procedures. Volume 5 has been revised to reflect the updated Three Party Memorandum of Understanding (MOU) of Pesticide Episodic Reporting, Investigation, and Enforcement in the State of California (ENF 25-03), and provides guidance on labeling sampling boxes and including PR-ENF-127 forms for investigations on CalPEATS. Generally, formatting, grammar, and outdated web address links were corrected throughout the volume. Updated chapters will be available on DPR’s website here. Please advise staff and begin using the updated versions as soon as possible.

Chapter I: General Information

  • Replaced Priority Investigation with Reportable Investigation language.
  • Outdated web address links corrected to current address.

Chapter II: Investigation Objectives and Procedures

  • Replaced Priority Investigation with Reportable Investigation language and criteria.
  • Outdated web address links corrected to current address.

Chapter III: Evidence Collection

  • Outdated web address links corrected to current address.
  • The Shipping section has been updated with additional guidance on labeling shipping containers to include the county of origin and language required by CDFA regulation for shipping plant materials.

Chapter IV: The Investigation Report

  • Revised the Investigation Report Forms – Overview section to clarify that when all information is added to the CalPEATS Investigation page, a separate PR-ENF-127 is not required to be filled out and attached to CalPEATS.
  • Replaced Priority Investigation with Reportable Investigation language.

Chapter V: Disposition of the Episode Investigation Report

  • Replaced Priority Investigation with Reportable Investigation language and criteria.
  • Outdated web address links corrected to current address.

Chapter VI: Appendices

  • Replaced Priority Investigation with Reportable Investigation language.
  • Updated the Department of Industrial Relations, Division of Worker’s Compensation (DWC) Information and Assistance Unit and Division of Labor Standards Enforcement district offices information.

Chapter VII: Associated Forms

  • Web links to each form were corrected to the current web address.
