Groundwater Protection List (GWPL) Updates
Effective July 1, 2026, the Department of Pesticide Regulation (DPR) amended Title 3, California Code of Regulations (3 CCR) section 6800 to update the list of pesticides that have the potential to pollute groundwater and remove pesticides unlikely to pollute groundwater; and make aligning changes to operator identification number and pesticide use reporting requirements in sections 6622 and 6624 to allow continued tracking of outdoor institutional or outdoor industrial use of GWPL pesticides.
3 CCR section 6622(c)(4) requires the operator of the property to obtain an operator identification number (OIN) from the Commissioner prior to the purchase and use pesticides containing active ingredients listed in sections 6800(b) or (c) for any outdoor institutional or outdoor industrial use. Additionally, prior to sale or delivery of these pesticides, pest control dealers (PCDs) must obtain the OIN from the purchaser and document the OIN on the invoice. The rulemaking added 52 active ingredients, including their salts and esters, to the GWPL and removed 32 pesticide active ingredients from the GWPL. To assist Commissioners and facilitate PCD compliance with 3 CCR 6622(c), 6568(c), and 6562(a)(4), DPR is providing the following tables with examples of products currently labeled for outdoor institutional or outdoor industrial uses. These tables are intended to assist in facilitating initial outreach on the revised OIN requirements, however they will not be updated or maintained with additional product registrations or amendments in the future.
- Table 1 lists 23 active ingredients new to the GWPL that are currently labeled for outdoor institutional or outdoor industrial uses, with examples of actively-registered products that are labeled for those uses.
- Table 2 lists 12 active ingredients formerly on the GWPL that are labeled for outdoor institutional or outdoor industrial uses, with examples of actively-registered products that are labeled for those uses.
