State Implementation Plan
Back to VOC Emissions from Pesticides
Volatile organic compounds (VOCs) contribute to the formation of ground-level ozone, which is harmful to human health and vegetation when present at high enough concentrations. The federal Clean Air Act requires each state to submit a State Implementation Plan (SIP) for achieving and maintaining federal ambient air quality standards, including the standard for ozone. Nonattainment areas (NAAs) are regions in California that do not meet either federal or state ambient air quality standards. In 1994, California's Air Resources Board and DPR developed a plan to reduce pesticidal sources of VOCs as part of the Calfornia SIP to meet the ozone standard within certain NAAs. ARB and DPR have updated the pesticide element of the SIP as new information became available, including revisions to the ozone air quality standard.
